Does evaluation kill learning?

Most of us have been asked to complete "happy sheets" at the end of courses; but what do they achieve?

Naturally, Human Resource departments wish to maximise value for money and evaluation sheets are seen as a way of doing this.

However, I believe that they often mislead and thus damage the evaluation of learning.

Evlauation sheets measure only two things, how the participants felt about the course and the instructor, but is this what evaluation should really focus on?

For one thing, the participants often confuse high quality presentation styles or amusing experiences with learning, so instructors who wish to score highly learn to be good presenters and to entertain the audience. Should the course feature a test at the end, then the instructor will also aim for short term retention, to ensure a high pass rate.

Furthermore, it has been demonstrated that people often learn more effectively when pushed outside their comfort zone, but that they tend to rate the instructor harshly for an unpleasant experience.

If I were spending my money on commissioning a course, I would be more interested in measuring:

1) How competent my employees are now
2) How competent they are after the course
3) Whether they apply their new learning
4) What impact his has on business performance

Only by following through a rigorous process can we have any degree of confidence that courses deliver value for money.
